1978 Hearing on Agent Orange

The 1978 hearing on Agent Orange in front of the Subcommittee on Medical Facilities and Benefits of the Committee on Veterans Affairs, House of Representatives, 95th congress, October 11, 1978.

Captain Young said the first studies on TCDD were in 1970 and was reported it was very teratogenic, but Dr. Young reported that the amount of dioxin in those studies was 28 ppm.

So my question is how is it that such a high ppm was being used anywhere IF what he says in his later reports that it was the so-called “tactical” brand that had the high ppm dioxin and the commercial did not?

Colonel Bayer commented when asked that “the DoD never contracted with the chemical companies to have something special made for Agent orange.”

As we see again and again from historical records, it was always a commercial chemical used tactically in war. 

Dr. Holder pointed out that it is important to know that it is the dioxin which is the most toxic and is what is harmful to humans, not the chemical. He also states that the herbicide provided during the Vietnam war varied between 1 ppm and 50 ppm dioxin. He also stated the phenoxy herbicide was a standard agricultural product.

Dr. Young was present at this hearing and knew these facts in 1978. How does he then write just the opposite in decades to follow when the historical documents say just the opposite?
